Subordinates: Chief Accountant, Assistant Manager-Supplies
Salary Scale: MWAUWASA’s Salary Scale of MAS 12 (Fixed)
Required minimum qualifications:
Possession of a Degree or advanced diploma in accountancy or equivalent; Possession of CPA (T) or equivalent; At least five years relevant working experience in a reputable organization, three of which must be at a senior management position; Conversant with at least one accounting computer package and MS Excel; Possession of Postgraduate degree is an added advantage ; Age not exceeding 45 years.
Duties and responsibilities:
Overall in charge of Finance department. In particular, he/she:-
•Controls financial affairs of the Authority.
•Advises the Managing Director on all financial matters.
•Ensures that the Authority’s financial asset is properly safeguarded.
•Establishes, administers and co-ordinates the funding requirements of the Authority.
•Provides financial advice to the Managing Director and the Board of Directors.
•Supervises and directs the development of financial policies, systems and procedures
•Supervises the keeping of books of Accounts of the Authority.
•Co-ordinates preparation of financial plans and budgets and ensures that they are submitted to the Board of Directors before the beginning of a new financial year.
•Co-ordinates the preparation, and submits to the Managing Director and the Board, the annual accounts of the Authority within three months after the end of the financial year.
•Ensures that all the Authority’s financial transactions are authorized and controlled in accordance with the agreed procedures and the proper systems of internal control are maintained.
•Liaises with other Heads of Departments in the formulation of financial performance targets for operational activities and capital projects.
•Ensures that the financial systems in use in the Authority conforms to the best commercial practice and are maintained and operated in the most effective manner.
•Manages risks including risk assessment, insurance, operational covers and renewals.
•Ensures that all internal and external audits are properly facilitated and queries are answered accurately and on time.
•In collaboration with the Public relations unit maintains good image of the Authority.
•Performs any other duties as may be assigned by the Managing Director.
