Background
SNV has worked in Tanzania since the 1971 and currently has offices in Dar es Salaam, Mwanza, Arusha and satellite office in Iringa. In alignment with our Corporate Strategy, SNV Tanzania focuses on three sectors namely Agriculture, Renewable Energy and Water, Hygiene and Sanitation (WaSH).
SNV Tanzania is currently implementing a portfolio of agricultural projects with various partners and donors to strengthen value chain actors in red meat, dairy, edible oilseeds and staple foods as well as promoting inclusive business arrangements between smallholder farmers and large enterprises. The objective is to enhance food security, improve the livelihoods of smallholders, and strength the environmental sustainability of agricultural production in the face of a changing climate

Overview of the Position
Project Administrator can be positioned:

Dedicated to Various projects; reporting to Project Manager or assigned supervising Project Administrator, functionally reporting to Finance Officer
Supporting several projects; reporting to Finance Officer
Supporting the Finance Officer; reporting to Finance Officer

Purpose of the Job
Collect, record (financial) data into systems, analyse, take appropriate actions in case of deviations, prepare the financial reports including HR and/or project related data to the donor and to SNV according the donor- and SNV project management- , accounting- and control framework policies and procedures and under guidance and directions of the Project Manager and/or Finance Officer in order to ensure full administrative compliance, data accessibility and accurate insights at any time for the relevant project(s)

Responsibilities
Finance project administration support

Familiarize with the project proposal budget, the translation to the relevant project document as per the project management procedures, all donor requirements, reporting dates & formats and SNV internal reporting requirements
Record financial transactions according to instructions of Project Manager, project management procedures and SNV accounting procedures, into the SNV financial administration system and identify and address any bottlenecks in processing
Monitor if all financial transactions are done according to donor and SNV authorizations and procedures, especially the procurement regulations
Follow up on project related receipts and payments, reconcile bank balances, prepare financial transactions and manage liquidity levels of the project, based on guidelines of the Donor, Finance Officer and SNV accounting procedures and internal control frameworks
Take care of petty cash and supplier payment in case project is based outside the SNV field office

Documentation
Assure that all supporting documents for donor reporting are made available according to donor requirements and as per project management procedures
Organize, document and archive relevant documentation, keep files complete and up to date and maintain quality and accessibility of archive and files, conform administrative procedures and filing procedures as laid down in ICF and local law/instructions

Human Resources Administration
Process the master data mutation forms; assist the PM in monitoring the monthly project time writing.
Assist the time registration of LCBs/consultants if required

General Support (if applicable/assigned)
Keep agenda’s up to date, arrange meetings and appointments, receive and answer phone calls and emails, draft correspondence, signal bottlenecks in planning and suggest solutions based on requests of team and agreed general support routines

Logistics Services (if applicable/assigned)
Make travel arrangement for project members, attend visitors, manage the project fleet, provide basic ICT support and arrange the project procurements based on the authorization, guidelines and with the approval of the Project Manager

Supervision/management of staff (if applicable/assigned)
Coordinate activities and distribute work over the project support staff members, coach and appraise own staff

Competencies Required
Adaptability, Flexibility, Integrity, client Orientation, exactness, Result oriented.

Candidate profile
Bachelors of Accounting or Finance while Master’s degree in Finance and Accounting and CPA will be an added advantage.
Proven track record in auditing especially of international organization.
Strong knowledge of the international organization and the developing world in Tanzania and/or Africa will be an added advantage;
Strong communication, reporting and applied analytic skills are required.
Experience in procurement management.

Contract Duration: Two (2 Years and 8 Months), with a possibility for extension.
Desired start date: 1st December 2015
