Partner Finance Support Officer – Dar es salaam – Farm Africa Tanzania

PURPOSE OF THE ROLE
Farm Africa is implementing some of its programmes using a partnership approach. Working in partnership requires Farm Africa staff to have certain skills and ability, it is also essential that these projects implemented through partners are actively supported and mentored from the finance side and that the financial management capacity of partners is enhanced to enable proper and transparent utilization and accountability’ of resources provided.

KEY TASKS AND RESPONSIBILITIES
The PFSO is responsible for providing efficient and effective support in the management of all Farm Africa Partnerships. This includes grant management, supporting programme teams in the management of partnerships and to contribute to the establishment of preventive measures to reduce the potential for abuse in Farm Africa.

Main Duties & Responsibilities;
Monitoring & Mentoring
• Through the review of all financial reports submitted by partners and visits to partners make the necessary follow-up to ensure that grants made to partners are utilized in line with project agreements and donors’ guidelines and provisions.
• Review and comment on the annual budget of grant proposals from partners before they are forwarded for approval.
• In cooperation with the project managers and coordinator, ensure financial reports are received from partners at agreed times and properly analysed.
• Liaise with the Project managers and coordinators in order to enhance the linkage between finance and activities.
• Maintain a grant tracking system for funds disbursed to partners and reconciled back accounted grants.
• Participate in and contribute to the process of identifying new partners especially with assessment of the financial management capacity and compliance of potential partners.
Capacity Building
• As necessary and appropriate recommend to partners areas for further capacity building in the area of finance.
• Provide technical/advisory support and mentoring to partners as may be appropriate in the area of financial management and accounting

Other
• Review and monitor partner work plans as per agreed standards for Farm Africa .
• Actively contribute to the promotion of learning and experience sharing within Farm
Africa in Tanzania and elsewhere through producing information for Sesame phase III and Nutrition project to develop a six-monthly paper on issues, challenges, better practices and lessons learnt in the implementation of partner activities and partnership issues.
• Undertake other relevant work related duties as may be reasonably requested by the Finance and Administration Manager.

PERSON SPECIFICATION
We are seeking someone with a proven track record in the management of partnership approach projects particularly within NGOs in Tanzania. A minimum of five (5) years working experience specializing in partner grants management and compliance.
The post holder should have excellent project planning and execution skills, and strong communications and facilitation skills. Prospective applicants should have a degree in
B.Com/ADA/ADCA or closely related subject with a sound knowledge of the financial management and accounting discipline on partnership projects in Tanzania. Candidate with
ACCA, CPA or CMA will be added advantage
