Web Master – Zanzibar Ministry Of Health

Job Description:
Web Master, will be responsible for the redesigning and maintaining and providing quality monitoring web related issues of the Zanzibar Malaria Elimination Programme (ZAMEP) website. The Webmaster is also expected to disseminate malaria educational messages through the ZAMEP website using various multimedia tools including Facebook and Twitter.
In the process of carrying out his/her assigned job, he/she will ensure the sensitive of the website governance and complies with legal requirements in order to protect private information. Furthermore, she/he will also be responsible for overseeing other relevant IT related works when necessary.

Qualification and Experiences
-Undergraduate degree in Information Technology or equivalent
-Two years’ experience in web site content management, web application development, and general graphic design, including versatile~ with a wide range of tools and software (Photoshop and HTML proficiency a requirement; Dreamweaver, Flash and Streaming Media expertise a plus.) Candidates with web graphic designer certificate will be highly considered.
-Experience in web site design, information architecture, and usability, web site usability and tracking approaches

Ability to write programming language such as HTMUCSS, XML, with a solid understanding is a must; Experience in JavaScript is a plus
4. Good command of English and Swahili
5. Ability to handle multiple tasks and perform timely
6. Strong interpersonal skills and oral communication skills.

Required programming knowledge:
1. PHP and Joomla .
2. Website Design Language and Tools (HTML5, Bootstrap, JQuery etc)

The specific duties and responsibilities (including but not limited to the following) are as

Re-designs and maintains existing ZAMEP Websites under the supervision of the ZAMEP Programme Manager or Head of SME Un
Formats content received in a variety of set-ups from various stakeholders to align with communication strategy and publishes the materials on-line
Ensures that site content and design attracts maximum audience through incorporating other web-based applications and management systems into the websites while complies with ZAMEP regulations at the same time
Follows other best practices in web and internet technology, content management, and usability, in so doing proposes improvements to ZAMEP web sites accordingly
Pro-actively ensures integrity, accessibility, and optimum performance of web sites, through mechanisms such as regular web site audits
Develops and enforces metadata, such as descriptions and keywords to aid in site indexing and improved search ability
Functions in a help-desk system by interpreting and addressing user requests and troubleshooting users’ technical web-related problems
Analyzes the usage of web sites and interpreting website impact on users and users’ needs
Extends the reach of online resources through various media tools and making those available to staff, partners, and clients
Coordinate with stakeholders regarding the updating of information in the ZAMEP
Website
Undertake necessary steps to ensure website security
Conduct timely backup of the website
Assists in the overall deployment and maintenance of IT infrastructure and equipment of the ZAMEP
Provide ICT assistance or any other support whenever required.
Undertake other tasks assigned by the ZAMEP management.
