Costed Implementation Plan for Family Planning in Tanzania

Project Overview and Role Palladium is seeking a Tanzania-based consultant to support a partner mapping exercise as part of the development of a Costed Implementation Plan for FP2020 in Tanzania.
Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in family planning and reproductive health (FP/RH), HIV, and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. We carry forward proven approaches to preserve achievements. These approaches inform how we manage programs and engage with stakeholders, and tools and techniques improve decision making and the achievement of predetermined goals.
HP+ is supporting governments to attain the ambitious commitments they made at the London Summit through strengthening national capacity to develop country-owned, broad-based, national FP costed implementation plans (CIPs) aligned to FP2020 pledges. FP Costed Implementation Plans are concrete and detailed plans for achieving the goals of a national family planning program over a set number of years. A CIP details the program activities necessary to meet national goals and the costs associated with the activities, providing clear program-level information on the resources it needs to raise domestically and from partners. A CIP is critical to give direction to a national FP program. To ensure that a country’s London Summit commitments are implemented, there needs to be a detailed plan of where they want to go and how they intend to get there. Activities with measureable performance indicators also need to be developed so countries can monitor their progress against their plan. HP+’s innovative approach to supporting the CIP process in countries leads to greater country ownership and aligns with ongoing government planning and coordination efforts within a relatively short development process.
The consultant will support a partner mapping exercise of family planning partners in Tanzania as part of the Costed Implementation Plan for FP2020.
Responsibilities Working with Project Team Lead, Country Team Lead, and respective SAG members to:
Engage with stakeholders and schedule a series of meeting with family planning partners
Collect data on partner FP activities using the CIP activity matrices as a discussion guide
Aggregate data into a final master excel-based partner mapping tool
Support efforts towards validation of the plan
Participate in weekly status update calls via Skype
Other related technical and administrative tasks as required
Requirements
Based in Dar el Salaam
Strong diplomatic skills and experience interacting with host country government agencies including local governments, development partners, and civil society organizations
Ability to work independently, exercise judgement, and solve day-to-day problems
Facilitation and verbal communication skills
Analytic and evaluative skills
Organizational skills with strong attention to detail; ability to effectively and efficiently multitask and balance competing priorities and deadlines.
Background in family planning policy and services, and strong knowledge of the Tanzania health system and stakeholders
Qualifications
Degree in international health, international development, political science, social sciences, economics or health economics, or a related advanced degree (Master’s degree with coursework in Family Planning/ Reproductive Health/ Population Studies is preferred);
Based in Tanzania and significant working experience in FP/RH;
Strong skills in Excel and Word
Strong interpersonal, writing, and oral presentation skills in English
