1. The Grants Manager (GM)
The Grants Manager (GM) will be responsible for managing all elements of the Grant Management Cycle and work with directors responsible for research coordination, promotion and innovation during grant making.
Reporting Structure
The Grants Officer will report directly to the Director General, and indirectly to COSTECH’s Director responsible for finance
Duties and Responsibilities
i. To coordinate the NFAST and any other grants portfolio that become part of the fund;
ii. To prepare NFAST financial projections and submit to the NFAST committee;
iii. To prepare and submit the NFAST expenditure report to the NFAST committee;
iv. To participate in setting thematic areas of research of which concept notes would be requested from prospective’ applicants of NFAST grants;
v. To ensure that, grants awarded, are in compliance with the COSTECH Manual granting instruments by observing all requirements therein;
vi. To participate in monitoring of ongoing Science, Technology and Innovation (STI) activities in order to ensure compliance with plan of activities and discuss progress with both the researcher/innovator and the host institution;
vii. To review progress reports of grantees both in terms of technical and financial submissions, and, when issues arise from narrative reports submitted by grantees,• identify and resolve anomalies or any other problem, in cooperation with COSTECH Accounts/Audit Sections in order to ensure financial compliance according to standing financial regulations;
viii. Raise concerns with grantees to Director General as and when they arise and monitor any remedial action taken by the grantees;
ix. To ensure submission of final technical and financial reports from grantees and ensure that results are disseminated as per the proposed dissemination plan;
x. To ensure that the grants database is timely updated;
xi. Monitor bank balances of funds at grantee’s host institutions and follow up to ensure any unspent funds are returned to COSTECH after completion of projects;
xii. Review of all contracting documentation to ensure they meet COSTECH’s and donor’s requirements;
xiii. Finalization of Grant Memorandums after project approval by Internal and External Reviewers.
xiv. Training, supervision and performance management of Grants Associates;
xv. To coordinate the NFAST Committee meeting; and
xvi. To perform any other duties as assigned by the Supervisor.
Qualifications and Experience:
A holder of a Master degree in Finance, Business Administration, Economics, and Project Management or equivalent qualifications from recognized institutions. With demonstrative skill in research project monitoring and evaluation, research proposal review and grant management with at five (5) years of progressively responsible and demonstrated working experience in which 3 years should be at senior managerial position, with good knowledge in financial analysis, project management and grant management. A Candidate should have CPA qualification or its ) equivalent.

A Candidate must possess coaching skills, negotiation and debating skills, strong analytical skills, good interpersonal skills, strong written and verbal communication skills, ability to work . effectively under pressure and to manage competing priorities, and willingness to travel. Fluent in Swahili and English.
Salary Scale:
Attractive remuneration package in accordance with COSTECH’s salary scale
