The Role
To lead the development and roll out Plan’s Monitoring and Evaluation framework and systems to ensure quality implementation of its country strategic plan. To lead alignment of all Monitoring and Evaluation from sponsorship and grants. To lead on overseeing research to build a strong evidence-base for programmes and advocacy.
Dimensions of Role
• This position has three direct reports and will manage a modest department budget. This includes two Monitoring Specialists and one Research Specialist, all based at Country Office.
• Dotted line of reporting from all grants related M&E posts.
• Supports capacity building of all staff, including Programme Coordinators,
• The position reports to the Deputy Country Director (Programmes).
Typical Responsibilities – Key End Results
Monitoring and Evaluation system development
• Facilitate M&E for all programmes and projects and collaborate closely with others in developing and strengthening the M&E system, in line with Results Based Management (RBM);
• Ensure quality M&E at the project level and build a nationwide system that captures and presents results at a national level in line with Plan’s Global M&E standards;
• Support programs in needs assessment and project design that will fit to the strategic priorities of the country strategic plan;
• Collaborate with programme teams in designing the necessary M&E tools that can facilitate better decision-making and learning, including participatory tools to M&E that can be used with children and communities;
• Guide and support Plan International Tanzania implementing partners to design and develop M&E systems and approaches that are compatible with the overall Plan International Tanzania M&E framework;
• Closely work with senior management to address challenges and opportunities in M&E that affect program implementation;
• Develop innovative approaches to monitoring, including the use of ICT4D.
• Develop/adapt Monitoring & Evaluation guidelines to promote reflective practices;
• Participate fully in the project design process, and in processing and analyzing data collected via assessments / surveys and providing recommendations based upon analysis of results;
• Facilitate needs assessment, baseline studies, research, evaluations and impact assessments to help the programme team take the required measures to address identified gaps;
• Develop and maintain a comprehensive M&E Research plan to monitor the progress of all project evaluations, baselines and research initiatives linked to on-going and future projects, and follow-up the implementation of the plan;
• Oversee annual reflection on project progress in line with the Programme Quality Policy with the Deputy CD (Programmes) and Project Managers/ Programme Directors/ Programme Unit Managers;
• Promote/support application of Plan’s global program quality policy and framework, global M&E standards and Plan International Tanzania’s M&E vision in its Country Strategic Plan III;
• Support improved downward accountability towards the field in all reflective practices.
Capacity Building, Training and Technical Support
• Provide training assistance to develop staff skills in participatory and qualitative design, monitoring and evaluation approaches, including RBM;
• Promote child centered participatory qualitative and quantitative assessment and evaluation/review approaches to project and programme evaluations by involving all stakeholders;
• Provide support/guidance in the selection of evaluators, development of terms of reference and scope of work for evaluation teams;
• Develop/adopt training materials and conduct training programs for relevant Plan Egypt and partner staff at country office and programme area level;
• Provide technical advice, support and coaching to field based M&E teams;
• Actively participates in processing, analyzing and/or reviewing of evaluation findings;
Design
• Working closely with the Deputy CD (Programmes), Thematic Sector Leads and Business Development Unit, participates in the design of new programme initiatives and play a key contributory role in the drafting of new funding proposals and concept notes;
• Plays a key role in ensuring that programme and project indicators for all grant funded proposals are aligned with the Plan International Tanzania CSP monitoring framework;
• Ensures that key lessons learnt from previous projects are incorporated into new program designs.
• To be an active and contributory participant of Extended Country Management Team.
Reporting
• Assist with timely and high quality narrative reporting to donors (monthly, quarterly, and final) in conjunction with the thematic Sector Heads;
• Facilitate timely and quality development of all quarterly and annual corporate reports.
• Provide participatory tools to frontline staff to enable them to undertake participatory reviews to support in corporate reporting on the APPR and otherwise as needed.
Staff Management
• Hire, supervise, coach and mentor a small M&E team;
• Supervise, lead, guide and support the above team;
• Orient, train, and coach staff both at country office and programme area level;
• Complete all performance management activities including: performance planning, monitoring, and annual performance appraisals of direct reports.
Communications and Working Relationships
Internal:
• This position works closely with Program Support Unit (High)
• This position works closely with Thematic Sector Heads and all Project Managers/ Directors (high) and any M&E staff within grants.
External:
• This position works closely with local partner organizations and consultants (medium)
• This position also coordinates with Plan’s regional Head of MER and counterparts in other countries (medium).
Knowledge, Skills, Behaviours, and Experience
• A Master’s degree in International Development/International Relations, statistics, Epidemiology or other relevant field preferred.
• Minimum 7 years of relevant field based project management experience, including significant time in Monitoring and Evaluation for development and complex emergency response.
• Experience in planning and facilitating training/workshops in M&E and research.
• Fluent written and spoken English language skills required.
• Strong analytical skills and the ability to quickly adapt technical guidance to any given operating environment.
• Experience working with children and understanding their special needs.
• Experience with rights based participatory MER approaches including social audits.
• Experience managing staff, including demonstrated experience in staff training, coaching and mentoring.
• Excellent interpersonal communication skills, including the ability to work with a multi-ethnic team in a culturally appropriate manner.
• Experience in the use of technology for monitoring and accountability.
• This position requires high computer literacy with a full knowledge of office applications.
• Knowledge on statistical analysis packages
• Experience in Research, documentation and dissemination

May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.
• Typical office environment with at least 25% of travel to programme locations.
