Purpose of the role:
The purpose of this position is to provide the overall management of the WLF office in Kigoma, which is a subsidiary office of WLF Tanzania based in Dar es Salaam. Key activities include supervision of implementation of programme operational activities carried out in the region, progress toward meeting programme goals, and relationship building and advocacy in the region. Other activities are the management of the Kigoma office (i.e. finance, procurement, administration and logistics, and personnel management) with the support of and in consultation with the Dar es Salaam office.
Key responsibilities:
Management of support functions
• Coordinate the efforts of WLF clinical staff, other NGO partners, and Kigoma regional government partners in an effort to ensure timely deliverables and progress towards meeting programme targets.
• Supervise and monitor programme operational activities implemented in the region such as equipment and supplies distribution to facilities, data collection in facilities, monitoring vendors doing activities in facilities, following up community health workers and others.
• Manage and supervise finances for the Kigoma office (advance requests and reimbursements, etc.), procurement, logistics, administration and programme activities in line with organizational guidelines, standards and procedures.
• Ensure effective assets and inventory management of the Kigoma office assets and supplies including ensuring vehicle(s) are properly maintained, compiling and recommending a list of assets/equipment, stationeries and other supplies required for the office.
• Oversee procurement functions for WLF in Kigoma, ensuring procurement is done according to the policy and agreed standards for timeliness, quality and proper documentation of all procurements. Manage relationships with vendors and landlord.
• Ensure safety and maintenance of all office equipment and premises including ensuring all equipment requiring insurance are insured at all times.
• Facilitate availability of field information and data for new business development when required to do so.
• Liaise with the Finance and Administration Manager in ensuring all finance, procurement and human resources activities are done according to the set policies and standards.
• Ensure the effective and efficient use of all WLF Tanzania resources at the region.
Staff Management and development
• Lead, manage, and motivate the Referral Manager, Administrative Officer and Driver, ensuring that they have clear objectives, meet their targets and receive meaningful feedback on their performance continually.
• Carry out annual performance evaluation of the above mentioned staff, determine their capacity building/development needs and support to develop them.
• Ensure the supervisees adhere to the organization’s human resources policies accordingly.
Relationship building and Advocacy
• Represent WLF Tanzania in the region and districts, build and maintain strong links with the regional government, districts’ governments, NGOs, CBOs, community leaders and other stakeholders.
• Advocate and influence the government at regional and district level, NGOs, CBOs and other partners on increasing maternal and neonatal mortality reduction efforts.
• Organize and conduct partners meetings in the region as needed.
Reports
• On monthly basis, prepare an activities and progress report and send it to the Project Director.
Education and Experience:
• Bachelor’s degree in health/ business administration or equivalent. Master’s degree in public health or business administration will be an added advantage.
• Should have at least three years experience of programme, people management and experience of working with the government at regional and/or district level.
• Experience of working in at least one of the following technical areas is needed: maternal and child health; family planning/reproductive health; behavior change communication (BCC); community-based health programs.
• Experience of working under minimal supervision and with multi-sectoral team members preferred.
