Required minimum qualification
• Possession of a degree qualification or relevant training in Economics,
• Development, Social Work, Politics, Refugee Protection, coupled with extensive
• Experience of not less than 10 years in relevant field. People with Masters
• Degree Course, and who have worked with Government, UN, Bi/multilateral
• Donor agencies, with demonstrated experience in formulating strategies, planning, designing/implementing strategies will have added advantage.
Key Tasks and Responsibilities
Programme Development and Implementation
• To serve as the Government’s focal person for the development, review and implementation of the Local Integration Strategy.
• To coordinate the development of local integration projects.
• To receive proposals from MDAs, Local authorities and other actors and make appropriate recommendations for consideration by the
programme steering committee.
• To assist with monitoring the implementation of approved projects.
• To prepare periodic reports for submission to the Director of the Refugee Department.
Project Management
• To line manage all the local integration project staff.
• To ensure the smooth implementation, management and sustainability of all project.
• To co-ordinate development, implementation and monitoring of annual work plans, budgets and activities of the LIP.
• Ensure that all project outputs, as listed in the project documents, are effectively achieved.
• Co-ordinate development and implementation of a participatory monitoring and evaluation system for the project.
Project Development
• Assist in identifying new areas of research and partners for project implementation.
• To research and support development of new ideas for the compilation of project proposals to funders.
• To support in identifying new funding opportunities within the country for the project.
• To co-ordinate in the design of new phases for project implementation and ensure that lessons learned are documented and built into future project designs.
Collaboration with National Regional and District Authorities
• To develop and maintain a working relationship with line ministries, in particular the Prime Minister’s Office, Regional Administration and Local Government, Office of the Regional and District Commissioners and District Councils in areas of operation.
• To ensure the assignment of relevant district staff to the projects interventions as per a signed memorandum of understanding.
• To maintain a working relationship with relevant regional and national authorities.
Networking and Collaboration
• Ensure strong partnership and liaison with key Ministries, Departments and Agencies.
• Maintain liaison with the UNHCR, Development Partners, and other donors to the local integration programme.
• In consultation with the Director of Refugee Services, represent the Ministry of Home Affairs in relevant forums.
• To maintain a cordial working relationship with all the relevant NGO partners within and around the district.
• To convene a monthly reflection meeting and ensure the effective participation of all stakeholders.
Reporting
• Compiling monthly, quarterly and annual reports and plans.
• Responsible for the production of training and workshop reports of a high standard.
• Compiling project donor progress reports as stipulated in the donor contracts.
Others
• Any other duties as may be assigned by the Director of Refugee Services.
