Position Overview:
Reporting to the Senior M&E Officer, the MER Officer will monitor progress toward PMP targets in assigned geographic and technical areas and assist in routine data collection, analysis and use. Conduct M&E capacity-building as part of clinical trainings and during site visits to mentoring on data analysisi and use .Provide support to technical teams for MCH, malaria, and FP to ensure data quality and timely reporting for project performance. Participate in assessments and communication of project results at regional, districVcouncil, facility, and community levels. Support use of health management information system to collectRM2NCAH data. Support regional, council, and facility levels in data collection, analysis, and use.
Position Reports To:Regional Program Manager
Responsibilities:
-Assist USAID Boresha Afya partners & MOH staff in collecting, storing and using data
-Coordinate data collection of USAID Boresha Afya program activities to ensure it is complete and timely
-Assist the Senior M&E Officer to provide feedback to partners and MOH staff on project achievements and data quality
-Forward project data to Senior M&E Officer and mentor LIPs and MOH staff on data capture, analysis and use
-Support LIPs and MOH in archiving M&E guidelines, tools, data files, analysis, files,
reports and presentations for each major activity undertaken
-Facilitate on-the-job M&E training for capacity development
-Assist in the preparation of ad hoc, monthly, quarterly and/or annual reports
-Perform other programmatic, technical and administrative duties when assigned.
Qualifications and Requirements:
-A Bachelor’s Degree in Statistics, Health or a related field
-Five (5) years of work experience in monitoring and evaluation of health related projects and/or HMIS work
-Experience working with MOH information systems and personnel is an added benefit
-Excellent analytical, oral and report- writing skills
-Be self-motivated, proactive and have a positive attitude to work requiring minimum supervision
Required Knowledge: (functional or technical)
-Adequate experience in writing reports, and developing concepts.
-Computer literacy, particularly in the use of MS Office . Id
-Good analytical, communication and report writing skills.
-Demonstrated ability to manage project activities, set priorities, and plans for the successful implementation of programs.
-Good interpersonal skills and team work
-Extensive knowledge of the health programs in the region
-Extensive knowledge of MOH core function and systems
-Excellent understanding of training systems including experience with facilitation of Trainings
-Strong background in and knowledge of reproductive health and family planning, supervision and quality improvement systems.
-Knowledge of HIV/AIDS and RH/FP including integration of programs in Tanzania, ‘

-Ability to work in a complex environment with multiple tasks,short deadlines and intense pressure to perform
-Ability and willingness to learn the technical side of program implementation
-Excellent communication, presentation and writing skills
-Excellent skills in facilitation, team building and coordination.

-Ability to manage several major activities simultaneously.
-Ability to interact with established networks of senior level global professionals
-Ability to travel independently in new environments.
-Computer literate with skills in MS Office Suite.
-Sensitive to socio-cultural differences in the region.
Preferred Qualifications: (education, field experience, technical, etc.)
Fluency in English and Kiswahili Language health
