Tanzania International Petroleum Reserves Co Ltd (TIPER) is hospitality storage facility for bulk fuel. The company is undergoing business growth and as we are keeping track on the trend we wish to recruit for the following position:

PROCUREMENT OFFICER (2015-001):
This position plans procurement strategies and execute by facilitating communication between user departments and providers to ensure provision of best value goods and services, always adhering to company policy and procurement procedures and maintaining transparency throughout the process.

Responsibilities:
The Procurement Officer shall be responsible for managing all the procurement activities and inventory in the company and perform the following activities relating to procurement:
a) Providing support to the function of Tender Committee and Implementing decisions of the Tender Committee;
b) Planning the procurement and disposal by the tender activities of the through requests obtained
c) Recommending procurement and disposal in accordance with the Procurement Methodology to the Tender Committee;
d) Reviewing specification requirements and preparing Tender Documents and advertisements of the tenders;
e) In collaboration with the Legal Unit, prepare the contract documents;
f) Maintain and archive all procurement documents and taking care of all the inventories procured;
g) Maintain a register of all the contracts awarded relating to procurement activities;
h) Preparing regular reports for Management on procurements, disposition with their costs and also provide status on all outstanding requests with their reasons;
i) Conducting quarterly review on prices and product’s quality and monitor the supply market trend
j) Administering and managing suppliers/vendors, ensuring that they observe the contract terms and conditions and advise Management on any deviation to the Contract terms and conditions for further action;
k) Coordinate the Supplier/ contractor quality assessment, identify sub-standard and communicate to internal stakeholders;
l) Supervise the stock room and ensure a full c0ompliance with policy and procedures;
m) Ensuring timely delivery of goods and services and Codification of newly Asset of the company;
n) Conducting stock taking before the year end audit.

Experience and Requirements:
• Relevant degree in Business Administration
• National Board Certification as a Certified Public Purchasing Officer
• Any other business related discipline
• Minimum 7 years’ experience in Business or Public Administration or Procurement
• Computer Literacy (Advanced MS Office including Microsoft project)
