Quality And Performance Improvement Advisor – Mwanza – Jhpiego

Position Overview:
The Quality and Performance Improvement Advisor will ensure quality is core of project implementation.
S/he will provide overall technical leadership to the USAID Boresha Afya program in implementing quality improvement (QI) approaches including Standards-Based Management and Recognition (SBM-R), supportive supervision, infection prevention and control (IPC) and result-based financing (RBF). This includes technical guidance to key MoHCDGEC officials and implementing partners on capacity building for performance and quality improvement in health care settings. The Advisor will guide development of performance standards and indicators, conduct internal and external assessments to measure progress over time, assist in tracking results, and work with colleagues to recognize facilities achieving high quality services. The QPI Advisor is well-versed in quality improvement and quality assurance methodologies and provides guidance on sustaining high performing health services.

Position Reports To: Senior Clinical Advisor/MNCH Technical Lead

Responsibilities:
-Provide technical expertise on quality and performance improvement methodologies, specifically the SBM•R approach, integrated -supportive supervision, infection prevention and control (IPC), results-bas0P financing (RBF) and star rating under BRN
-Review linkages and synergies between different quality improvement processes and ensure harmonized QI tools and approaches across RMNCAH technical areas
-Ensure USAID Boresha Afya adheres to programming and technical standards (PTA)
-Identify and spearhead adoption of innovative and new approaches and methodology for performance improvement
Facilitate orientations and training for zonal, regional and district health managers and facility-based providers on various aspects of -quality improvement
-Support facilities of varying levels – hospitals, health centers and dispensaries-QI
-teams in the roll out and management of QI initiatives
-Spearhead efforts to revitalize and/or strengthen QI Teams at HFs
-Facilitate dissemination and use of QI tools and standards at all levels.
-Serve as an advisor to the on-going process of rolling out RBF in Tanzania
-Serve as a point person for assisting and following up with participating facilities in developing and carrying out action plans and -change management strategies
-Coordinate with training and management project components to ensure efficient linkages and promotion of quality improvement strategies arid successes
-Work closely with project team members, MoHCDGEC counterparts and other
-stakeholders to develop recognition mechanisms for high performing facilities
-Coordinate verification and recognition of high performing HFs and link to star rating under BAN
-Contribute to annual work planning and reporting requirements of the programs
-Cultivate strategic relationships and alliances with other partners working in quality and performance improvement
-Ensure compliance with USAID operational policies and regulations
-Perform other duties as directed by the project leadership

Qualifications and Requirements:
-Bachelor degree in public health, organization development, performance improvement, human resource development, or a related field; clinical degree preferred [Master’s degree will be an added advantage]
-Minimum of 5 years’ experience using performance improvement and/or quality assurance methodologies in maternal and newborn health, reproductive health, HIV/AIDS, or other clinical areas
-Technical expertise in gap analysis, change management, RBF and professional motivation approaches
-Demonstrated experience in developing and implementing quality improvement
-interventions within health care settings
-Proven skills in facilitation, team building, capacity building and coordination
-Experience working with international NGOs, international donors, senior government officials and policymakers
-Excellent interpersonal, writing and oral presentation skills
-A team player accustomed to building team capacity, delegating working teams and developing communities of learning among partners and counterparts
-Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
-Fluency in English and Swahili
-Ability to travel frequently and on short notice
