Position Overview:
The Senior M&E Officer for USAID Boresha Afya will be the primary contact and responsible for all USAID Boresha Afya M&E functions and activities, including working with program managers and CoP to coordinate program site data collection, data , quality and reporting in time to meet key deadlines. He/she will take responsibility for the reporting of SBM•R/ QI data and contribute to discussions around overall quality assurance and improvement. He I she should be aware of and prepared to provide technical assistance to all M&E components of RMNCH, including HIV/AIDS-related components, BEmONC, CEmONC and community-based health care. The Senior M&E Officer will liaise with the Senior Health informatics Advisor and his team to ensure that the USAID Boresha Afyaprogram is on track with scaling up use of MNH indicators through DHIS2.
He/she should take leadership in preparing abstracts for presentations and conferences and other use of data.
He/she will also ~a supervisor to M&E Officers and be part of a leadership team of the M&E Unit. He /she will be an integral part of-the RMNCH technical team and must provide leadership and guidance for M&E activities for that program

Responsibilities:
Unit Specific
-Supervise and support M&E Officers to conduct activities, meet reporting deadlines, and create technical reports in a timely way; review and oversee quality of product
-Conduct 90 day performance reviews for new hires
-Conduct annual performance reviews for supervisees and biannual performance review check in
-Respect confidentiality of supervisees, support professional development and professional success of supervisees, and be familiar with all relevant HR policies
Program Specific
-Provide technical leadership on M&E for RMNCH technical areas, including community
-health and CHW program, maternal and newborn health, HIV-related and postnatal care
-Play a coordinating function for the monitoring and evaluation of the USAID Boresha
-Afyaprogram, ensure that outputs are provided to the CoP, the MOHSW, USAID,
USAID
-Boresha Afya HQ and key technical people in a timely way
-Ensure quality data collection, management and reporting of USAID Boresha
-Afyaprogram site data
-Ensure periodic data quality assessments for USAID Boresha Afyaprogram are
-properly conducted and documented
-Meet crucial reporting deadlines including (as necessary)TMEMS, APR I SAPR reports,
-J-RISE, quarterly and ad hoc data requests
-Monitor the implementation of the PMP and the approved M&E work plan
-Keep track of project performance against established indicators and produce quarterly
-performance reports (Indicator monitoring table)
-Work with program staff to establish proper filing and documentation of USAID Boresha
-AfyaM&E data as per USAID’s data retention policy.
-Together with the Senior M&E Technical Director, provide USAID Boresha Afyaprogram
with all necessary M&E inputs, including development of workplans and indicator
frameworks,
T-ogether with Senior M&E Technical Director, participate in and contribute to USAID
-Boresha Afyaevaluations and special studies
Qualifications and Requirements:
-University degree in public health, sociology, demography, statistics, or other social science area; [Master’s Degree Preferred]
-Minimum 6 years work experience supporting technical or programmatic activities in
maternal, new born and child health, HIV/AIDS or other health areas (experience with
-health facility setting a plus);
-Atleast 6years’ experience in data collection, processing, and analysis, database experience a plus.
-Familiarity with Health Information Systems (HIS) for maternal and newborn health and
specifically DHIS2
-Knowledge of relevant national and international indicators related to RH, HIV/AIDS, maternal, new born and child health.
-Experience implementing qualitative and quantitative research
-Ability to convey results to non-technical stakeholders, generate interest in the use of
-M&E results, and help staff apply them to make programmatic improvements.
-Excellent time management skills
-Knowledge of different analysis software
-Supervision experience a plus
-Report writing and publication skills
-Excellent written, oral and presentation skills in English and Kiswahili
-Excellent peoples and partnership skills
-Availability and willingness to travel up to 30% time
