3.1. Qualifications and Experience:
i. Holder of Bachelors Degree or Advanced Diploma in Economic planning, Economic or Statistics with a least a Lower Second Class
ii. Must have good knowledge and experience in Medium Term Expenditure Frame Work (MTEF) Budgeting System
iii. At least four (4) years work experience in a reputable Organization preferably in Planning and Research
iv. Computer literate in Database, Spread Sheet and or Access

3.2. Duties and Responsibilities
• To conduct researches/surveys and produce timely reports
• To assist the Research and Survey Manager in communicating with user departments to obtain information for possible researches/surveys to be carried out
• To prepare and maintain a detailed databank on Higher Educational Institutions and students
• To develop the Board’s Medium Term Expenditure Framework (MTEF) Budgets
• To create and design a Research/Survey Methodology
• To maintain Medium Term Expenditure (MTEF) Implementation and Mid Term Reviews
• To participates in Institutional meetings and prepare Monitoring Reports on the same
• To prepare Strategic Plan of the Board and prepare Monitoring Reports on the same
• To collect compile and analyze on Research and Survey Activities
• To perform any other duty assigned by his/her Manager

3.3. Personal Attributes

• Excellent interpersonal communication Skills in both English and Swahili
• Demonstrated Excellent Personal Integrity and Confidence
