Comprehensive Community Based Rehabilitation in Tanzania (CCBRT) is a locally registered NGO first established in 1994. It is the largest indigenous provider of disability and rehabilitation services in the country. CCBRT aims to empower people with disabilities and their familie to achieve their legitimate potential, improve their quality of life, and ensure access to medical and rehabilitative treatment. Committed to preventing disabilities wherever possible, CCBRT is also engaged in extensive maternal and newborn healthcare (MNHC) activities and is currently constructing a Maternity and Newborn Hospital which will serve as a referral centre for high risk and emergency deliveries in the region of Dar es Salaam and the Eastern Zone of Tanzania.
CCBRT is committed to results based management delivered through transparent and efficient monitoring and evaluation systems to improve quality, for improved Health Outcomes and Long Term Sustainability and therefore wish to employ a Monitoring & Evaluation Manager.
Responsibilities:
• Lead the development and implementation of an M&E strategy;
• Develop and implement results-based management plan cascaded from CCBRT`s strategy to monitor progress, assess impact, evaluate effectiveness, and disseminate results of all CCBRT activities in conjunction with CCBRT Leadership;
• Establish the M&E unit and manage and build capacity of the team members;
• Spearhead the development of M&E frameworks/systems with standard procedures to ensure credible, reliable, timely and cost-effective monitoring data to inform management decisions, strategic planning and uphold accountability;
• Lead the organisation in developing and rationalising outcome based indicators developed per department/programme;
• Review the effectiveness of qualitative and quantitative indicators to measure project outputs, results, and impact in close alignment with the community programme managers and hospital managers and in line with the hospital strategy;
• Review effectiveness of reporting and data collection tools, including necessary surveys, studies and interviews guidelines, under specific consideration of a participatory approach to monitoring & evaluation and design and implement improvements for data collection and analysis;
• Design and implement systems for monitoring progress towards targets and performance goals set in the Results Framework and specific work plans including log-frame development, budgeting and grants management;
• Track the realisation of programme objectives by identifying loopholes, pitfalls and other weaknesses in the organisation and programme implementation for improvement;
• Build capacity of CCBRT Management and staff on strategic information and in the usage of monitoring & evaluation tools; to implement and record data related to designed indicators;
• Draft data reports and support managers in fulfilling the reporting requirements;
• Work with the management teams to ensure information generated can be used for decision making to inform policy and improve current and future programmes and activities;
• Provide regular structured feedback through weekly narrative reports
• Review progress on monthly and quarterly basis and feedback to the Senior Management Team and partners on actual status, highlighting any variances against plan
Qualifications & Experience required:
• Bachelors/Master’s degree in statistics, business studies, (health) information systems, M&E related diploma or programme evaluation qualification;
• At least 5-8 years working experience developing templates, tools and using monitoring indicators and reporting systems;
• Significant level of knowledge and understanding of NGO’s and Donor requirements;
• Good knowledge of Health Information Management Systems (HMIS);
• Vast experience in implementation and coordination of data management processes and analysis;
• Highly numerate and strong analytical/problem solving skills;
• Proficient in statistical analysis with tools such as STATA, SPSS and SAS;
• Good communication, interpersonal relationship skills as well as conflict resolution/management;
