The Role
To support the development and roll out of Plan’s Monitoring and Evaluation framework and systems to ensure quality implementation of its country strategic plan.
To support alignment of all Monitoring and Evaluation from sponsorship and grants.
To develop tools and provide extensive monitoring support to Programme Units, including capacity building.
Dimensions of Role
• This position has no direct reports
• This position works closely with all grants related Monitoring and Evaluation posts.
• The position reports to the Head of Monitoring, Evaluation and Research
Typical Responsibilities- Key End Results
Monitoring and Evaluation system support
• Support the Head of MER Manager in developing M&E plans for all programmes and projects in line with Results Based Management (RBM);
• Ensure quality M&E at the project level through reporting accurately on M&E results
• Support programs in needs assessment and project design that will fit to the strategic priorities of the country strategic plan;
• Develop tools as required for M&E, including coaching and providing capacity building to PUs and other project/ partner staff on utilization;
• Keep up to date on indicators used across projects so that they are aligned with government MIS where relevant;
• Ensure systems are updated with M&E data at all times for ease of reviewing progress against CSP targets;
• Support with developing ToRs, including for annual reflection purposes such as Plan’s internal monitoring systems (APPR);
• Review consultancy bids as support to the Head of MER;
• Support BI Online data being reflected in all monitoring;
• Produce monthly monitoring reports as generated from the M&E database.
Promote Program Quality and Reflective Practices
• Participate in the project design process, and in processing and analyzing data collected via assessments / surveys and support Head of MER to provide recommendations based upon analysis of results;
• Lead on documentation of learning;
• Lead on putting in place improved knowledge management processes for generating more learning across the organization.
Capacity Building
• Provide training assistance to develop staff skills in participatory and qualitative design, monitoring and evaluation approaches, including RBM;
• Support CDFs (frontline workers) with development of tools for participatory rural appraisal, including with children.
• Support in analysis of findings, including report-writing.
Reporting
• Assist with timely and high quality narrative reporting to donors (monthly, quarterly, and final) in conjunction with the thematic Sector Heads;
• Support timely and quality development of all quarterly and annual corporate reports on behalf of the Head of MER/ Deputy CD (Programmes).
Communications and Working Relationships
Internal
• This position works closely with Programme staff at Programme Unit level, including Programme Coordinators (High)
• This position works closely with Thematic Sector Heads and all Project Managers/ Directors (high) and any M&E staff within grants.
External
• This position works closely with local partner organisations (medium).
Knowledge, Skills, Behaviours and Experience
• A Master’s degree in International Development, or other relevant field preferred.
• Minimum 5 years of relevant field based M&E experience, including significant time in Monitoring and Evaluation for development.
• Fluent written and spoken English language skills required.
• Experience with rights based participatory MER approaches including social audits.
• This position requires high computer literacy with a full knowledge of office applications.
Physical Environment and Demands
May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.
• Typical office environment with at least 50% of travel to programme locations.
Level of Contact with Children
Low contact: No contact or very low frequency of interaction
