Field Implementation and Logistics Manager – Dar es salaam – Johns Hospkins Center For Communication Programs

Specific duties include:
• Provide strategic direction and oversight for VectorWorks Tanzania activities related to operations and logistics’ of the project’s continuous distribution of ITNs activities .
• Support development, implementation, monitoring, and evaluation of all VectorWorks Tanzania program activities. Ensure that the project provides high-quality field implementation; and delivers required results
• Provide oversight for project activities involving field operations and logistics, including supervision and support of’ field personnel.
• Assist with orientation of new project members and staff development
• Monitor the progress of project field implementation and bring any issues and concerns regarding project field implementation to the attention of the COP in a systematic and timely manner
• Provide high quality assistance and support to the NMCP,MSD and – partners as necessary and as requested by USAID(PMI. This includes participating in technical working group meetings Engage with the MSD at national and zonal levels, and other implementing partners to strengthen supply chain systems and coordination efforts to improve commodity security for effective implementation of health facility-based continuous ITN distribution
• Develop and strengthen the oversight systems and procedures to improve management and functionality of the ITN supply chain and health facility-based distribution, ensuring accountability and fraud mitigation.
• Lead in the development of an Accountability Information System that will produce -quarterly accountability reports on health facility ITN distribution.
• Mentor key counterparts to strengthen capacity in use of key health services and logistics information for decision making: Develop a. capacity-building plan for MSD and other counterparts for health facility distribution of ITNs.
• Build effective monitoring, logistics and supply chain management capacity within local institutions, and develop/ important connections for assuring an increased role for local institutions in , planning, implementation, and monitoring of ITN ‘supply chain. management and distribution

Qualifications
• Master’s degree in health or social sciences or a related advance degree. An advanced degree in pharmacy or health informatics is preferred
• Proven experience in managing public health programs or projects. In developing country context, with three years or more senior management strongly desired
• Possesses substantial experience in designing Implementing a managing complex health projects in developing countries with proven track record in systems performance assessment and M&E responsibilities
• Extensive experience in setting up sound and rigorous systems and procedures ‘for effective management, and strong training and/or education skills
• Experience with supply-chain management and logistics
• Experience with systems for accountability and mitigation of fraud
• Solid understanding of current MSD and MoHSW supply chain systems and monitoring information systems
• Demonstrates strong analytical and problem solving skills, and strong management and technical skills with ability to oversee and motivate staff for sound, effective, results based programming
• Previous experience working’ with USAID-funded projects and familiarity with USAID policies and reporting procedures
• Ability to work independently in fast-paced dynamic environment with multiple partners, and work with a team to develop strategies and manage implementation of projects
• Excellent written, oral communication and interpersonal skills with the professional networks and diplomatic and negotiation skills essential tor collaborating and coordinating with a range of stakeholders

• Proficiency with MS Word, Excel, MS PowerPoint, and other standard software

References required.
Preferred Qualifications
Previous project management experience and experience in logistics/supply chain and public health commodities management desirable
